Manuel Martinez, 17, of the 0-to-100 block of North Broadway, Melrose Park, was charged Thursday with retail theft. Police said he left Kohl’s Department Store, 999 N. Elmhurst Rd., without paying for two baseball caps, a belt and a wallet. Martinez posted a $100 bond.
