A brief two-part history of apartheid in South Africa:

1. Apartheid becomes the law there 38 years ago. For 38 years the U.S. Congress doesn`t care and understands that the government of South Africa is best left to the people who live there.

2. In 1986, an election year, congressmen think they see a way to get re- elected (the main business of a congressman) by condemning apartheid. They quickly develop tons of sympathy combined with blindness to the chaos and tragedy in the black governments of Africa, vote sanctions in the hope of bringing down the government of South Africa, one of our few friends.

The third part comes later, when the USSR takes advantage of the destabilization and establishes itself in one of the world`s most critical areas.
