I would like to add my voice to those calling for integration of the newly democratic nations of East Europe into the Western alliance. It is fitting that having succeeded in turning out the totalitarian governments that dominated them, the peoples of East Europe should become a part of the free-world community.

The evolution of European democracy must continue beyond East Europe and into the Balkans. Until the Balkans are stabilized, peace in Europe will be tenuous. To that end, NAT0 should establish a strong, permanent presence in Macedonia, the most volatile area of the Balkans, in order to preempt potential adventurism by neighboring states with historically competing claims on that territory.

In addition, a consortium should be formed to provide Albania, the poorest nation in Europe, with developmental funds which could curtail the illegal immigration of Albanians into neighboring countries.
