Javier Hernandez, 31, of the 8300 block of South Buffalo Avenue, Chicago, was charged Saturday with driving under the influence, fleeing and eluding police and operating a motor vehicle without valid insurance, police said. Hernandez’s car crashed into a police car and two civilian vehicles, police said.
