Parliament Wednesday took a preliminary step toward passing a law that opposition members said would make it virtually impossible to trade parts of the occupied Golan Heights to Syria for peace.

The legislation, which passed the first of three required readings by a vote of 43-40, would make approval of territorial concessions on the Golan conditional on the support of at least 80 legislators in the 120-seat Knesset.

“This means the government of Israel cannot conduct negotiations with Syria,” opposition Labor Party legislator Haim Ramon told Army Radio. The last peace talks between Israel and Syria were held more than a year ago under the previous Israeli government led by the Labor Party.

Syria demands full return of the Golan Heights, which Israel occupied in the 1967 Middle East war.

Prime Minister Benjamin Netanyahu implied that the parliament vote held little meaning.
