Luis Nogales, former chief executive of United Press International news service, was named president of ECO Inc., a Spanish-language television news service to be launched in the first quarter of 1987 by Univisa Inc. Univisa is the newly formed holding company for the SIN Television Network. ECO`s international news reports are to be carried on TV stations affiliated with SIN, including WSNS (Channel 44) in Chicago.
